The recent federal government shutdown crisis, which required federal judges to intervene and compel the release of Supplemental Nutrition Assistance Program (SNAP) funds, offers a clear lesson for policymakers on both sides of the aisle: using the social safety net as a political bargaining chip is neither responsible governance nor effective leverage.
